Painter from Shimane Prefecture. Ishibashi initially learned Nihonga under Taki Katei but decided to pursue a Western style. He moved to London where he graduated from the Royal Academy of Art. After his return to Japan, Ishibashi was active at the Bunten and Teiten exhibitions and served as a jury member of Teiten.
